Senate panel directs MDCAT to be compulsory for foreign medical admissions
A Senate sub-committee has directed PM&DC and the Health Secretary to submit legal documents formalising MDCAT as a compulsory requirement for foreign medical admissions.
MDCAT compulsory for foreign admissions
A sub-committee of the Senate Standing Committee on National Health Services, Regulations and Coordination on 5 June 2026 directed PM&DC and the Health Secretary to submit legal documents that would make MDCAT compulsory for any Pakistani or overseas student applying to a foreign medical college.
The move is intended to close a long-standing loophole in which Pakistani students could bypass the MDCAT by enrolling directly in foreign medical colleges and then seeking PM&DC registration on return. The legal framework will be published in a follow-up PM&DC notice.
What this means for foreign applicants
- A separate foreign-quota admission process is expected to run alongside the regular merit cycle.
- The older SAT Subject Test alternative in Biology, Chemistry, and Physics is no longer a safe assumption. Verify the live foreign-quota policy on pmdc.pk before applying.
- FJMU Lahore's 23 PTAP seats for friendly and Islamic countries remain in force.
