How admission works in AJK
The Joint Admission Committee, acting for the Azad Government of the State of Jammu and Kashmir, is the authority. It makes MBBS and BDS admissions in the public-sector medical colleges of AJ&K. It also makes admissions on the reserved seats for AJ&K nationals in federal and provincial colleges. All candidates must take the MDCAT conducted under PMDC policy, and the PMDC's notice places the AJ&K MDCAT under SZABMU Islamabad. Merit is Matric 10% + FSc 40% + MDCAT 50%. Applicants upload a State Subject certificate of the 1st Class, a domicile certificate and a Permanent Resident Certificate to the Medical Colleges' Admission Portal.
- 1Sit the MDCAT conducted under PMDC policy, since no AJ&K admission is allowed without it. For 2025 the AJ&K test was conducted by SZABMU Islamabad.
- 2Collect the uploads: State Subject certificate of 1st Class, domicile certificate, Permanent Resident Certificate (refugees of 1947 and 1989 are exempt). Also collect Refugee Card for 1989 refugees, SSC or O-Level with IBCC equivalence, FSc or A-Level with IBCC equivalence. Also collect Form B or CNIC, MDCAT result and any category certificate.
- 3Visit the Medical Colleges' Admission Portal and fill the online application form with scanned JPG copies of the original documents.
- 4Pay the generated challan by credit card, debit card or EasyPaisa shop.
- 5Apply separately for every category you want. MBBS open merit, overseas, self-finance, differently abled, special Neelum and Leepa seats and BDS each need their own application.
- 6Wait while the applications are processed at the office of the Chairman Joint Admission Committee and the merit list is shown.
- 7Fill college preferences carefully, because no change is allowed later and allotment is strictly on merit cum choice.
- 8Submit your willingness on judicial stamp paper within the notified time, or the admission stands cancelled.
- 9Report to the allotted college and deposit the fee by the deadline in the list. For example, the deadline is 30 Mar 2026 for candidates selected in the 10th open-merit list.
Quota system
AJ&K admissions run on Open Merit and a District Quota for the districts of the state. Other routes are Self-Finance, Overseas Kashmiri, Differently Abled and Doctor's Children. The special seats are reserved for the Neelum and Leepa valleys at Ayub Medical College Abbottabad. The Neelum and Leepa seats need intermediate study in that area as a regular student. They also need a magistrate-attested bond to work three years in the area after MBBS and the house job. Both requirements are decided under AJK Supreme Court appeals titled Jaweria Maqsood vs Azad Government and Umair Khan vs Azad Government. Seats for candidates from Indian Illegally Occupied Kashmir are filled only through nominations by the Ministry of Foreign Affairs. Ex-FATA seats need an Ex-FATA domicile with at least 60% in FSc and nomination by the Government of Khyber Pakhtunkhwa. Candidates from Gilgit-Baltistan need a nomination from the Nomination Board of Gilgit-Baltistan, usually forwarded through the Federal Ministry of Kashmir Affairs and Gilgit-Baltistan. Other provinces nominate under their own policy. Seats for AJ&K nationals in federal colleges are nominated by SZABMU, and candidates apply for those directly. Merit is fixed to four decimals with older age breaking exact ties. Mutual exchange of seats is not allowed. A differently abled certificate must come from the JAC medical board with appeals to the Secretary Health within five working days.
